KUTSEL – Jumlah dokter spesialis di Indonesia dinilai masih sangat kurang. Menurut data dari Konsul Kedokteran Indonesia, yaitu berada pada angka 42 ribu. Sementara jumlah spesialisasi, berada pada angka 40-an.
Demikian seperti disampaikan oleh Ketua International Association of Medical Regulatory Authorities (IAMRA), Dr. Heidi Oetter, Selasa (7/11/2023).
“Nah, kalau itu dibagi rata, berarti satu spesialisasi itu cuma ada seribu dokter. Setiap spesialisasi hanya ada seribu. Untuk menjaga 280 juta orang. Artinya, satu dokter menjaga 280 ribu, itu tidak mungkin. Jadi kita krisis, kita perlu yang lebih,” ungkapnya di sela acara Konferensi Internasional ke-15 tentang Regulasi Kedokteran, di Nusa Dua.
Menurut dia, idealnya adalah satu dokter menjaga 10 ribu orang. Karenanya, melihat kondisi saat ini, dia menyatakan bahwa Indonesia membutuhkan bantuan.
Menyikapi hal tersebut, dipandang perlu dilakukan perubahan aturan. Yakni aturan terhadap pabriknya, agar produksi bisa meningkat.
“Itulah sebabnya, kita ubah aturan untuk spesialisasi. Jadi bukan hanya untuk university-based. Karena sejauh ini, di Indonesia hanya di university-based,” sambungnya.
Sekarang, sambung dia, saatnya membuka hospital-based. Jadi bukan hanya universitas yang bisa mengajar untuk melahirkan dokter spesialis yang baru, melainkan juga rumah sakit.
“Dengan itu maka kita akan bisa meningkatkan jumlah dokter spesialis di Indonesia,” sambungnya.
Hal tersebut katanya serupa dengan yang diterapkan di Amerika Serikat. Yang selain menggunakan jalur university-based juga hospital-based.
“Di Amerika, saya mendapat gelar dari University of California, berdasarkan basis universitas. Tapi teman saya, istri saya, dari hospital-based. Jadi, kami menginginkan hal yang sama di Indonesia,” imbuhnya.
Di samping itu, kata dia, Indonesia kini hanya memiliki 96 sekolah medis. Menurut dia, jumlah tersebut tentu masih belum cukup.
“Hal kedua, kita mengajak Diaspora. Kita memiliki data untuk Indonesia, ada sekitar 7.000 dokter spesialitas di seluruh dunia. Jika kita bisa mengajak, misalnya sekitar 25 persen, kita sudah memiliki dokter spesialitas sekitar 2.000 orang. Kenapa tidak? Kita ubah regulasinya. Sebelumnya, Diaspora tidak bisa kembali ke Indonesia karena banyak regulasi. Sekarang kita buka,” ucapnya.
Hal terakhir adalah, perlu juga dibuka kesempatan bagi dokter asing. Tentunya dokter-dokter yang memiliki kualitas terbaik.
“Dokter yang masuk ke Indonesia harus memenuhi aturan-aturan yang kita miliki. Termasuk ada tesnya. Jadi tidak semudah itu. Tapi tetap kita butuhkan,” imbuhnya.
Sekilas untuk diketahui, Konferensi Internasional ke-15 tentang Regulasi Kedokteran, dibuka oleh Menteri Kesehatan Indonesia, Budi Gunadi Sadikin. Konferensi ini diselenggarakan oleh Dewan Kedokteran Indonesia atas nama IAMRA.
Ada lebih dari 260 delegasi dari 25 negara, hadir pada acara yang mengangkat tema ‘Regulasi di Dunia yang Terganggu: Tantangan dan Peluang’ tersebut. (adi/jon)
