GIANYAR – Kemacetan di wilayah Ubud, Kabupaten Gianyar, makin parah, hingga ke jalan di pedesaan.
Titik macet terjadi dari Jalan Raya Sayan – Kedewatan, Jalan Raya Tjampuhan – Jalan Raya Ubud, Jalan Raya Andong – Jalan Raya Peliatan, Jalan Raya Teges – Jalan Raya Mas – Jalan Raya Kengetan, Jalan Raya Lodtunduh – Jalan Raya Pengosekan – Jalan Raya Nyuh Kuning.
Ketua Masyarakat Transportasi Indonesia (MTI) Bali, Made Rai Ridharta mengatakan, kemacetan di Ubud bisa dilihat secara internal dan eksternal.
Secara internal, kata dia, kemacetan terjadi akibat parkir liar dan menaik-turunkan penumpang di pinggir jalan di pusat pariwisata Ubud.
Dengan luas jalan yang lebih kecil dari volume kendaraan, satu kendaraan saja yang parkir atau menaik-turunkan penumpang akan mengakibatkan kemacetan panjang.
Ia juga melihat penggunaan Lapangan Astina Ubud sebagai lahan parkir tidak tepat. Sebab hal itu mengundang kendaraan dari luar masuk ke pusat pariwisata. Padahal, menurut mantan Sekdis Perhubungan Gianyar ini, cara memperlancar lalu lintas Ubud adalah membatasi kendaraan masuk ke Ubud.
“Paling efektif adalah memanfaatkan semua sentral parkir yang ada di pinggiran Ubud, seperti sentra parkir Monkey Forest, lalu wisatawan harus menggunakan shuttle bus untuk menuju tujuannya di Ubud,” ujarnya, Minggu (30/6/2024).
Rai juga menegaskan, saat ini masyarakat dan pengusaha harus memiliki pola pikir ketika punya kendaraan harus punya garase. Ketika membuka usaha, harus memiliki lahan parkir untuk konsumen.
“Punya mobil harus punya garase, jangan garasenya disewakan, parkiran di bahu jalan, yang merugikan orang lain. Begitu juga pengusaha, wajib punya lahan parkir,” ujarnya.
Sementara penanganan kemacetan secara eksternal, dalam artian di jalan-jalan masuk Ubud, seperti Jalan Raya Teges, Jalan Pengosekan – Nyuh Kuning dan sekitarnya, kata Rai, harus dicarikan solusi.
Menurutnya, kemacetan di pintu masuk Ubud ini selain disebabkan karena volume kendaraan pariwisata yang besar, tak sebanding dengan lebar jalan. Juga diakibatkan kendaraan besar, seperti truk material, truk BBM dan sebagai.
“Awalnya kendaraan besar ini diarahkan ke Desa Mas menuju Lodtunduh, namun jalan masuk dari Mas ini kecil. Maka, langkah tercepat yang saat ini bisa dilakukan adalah membatasi jam lintas kendaraan mereka. Karena, selain besar, dia juga jalannya pelan karena jalanan sempit. Maka dari itu, jam lintas mereka harus diatur, jangan kasi mereka melintas di jam-jaman sibuk,” ujarnya.
Rai mengatakan, kemacetan parah tidak hanya terjadi di Ubud. Namun hampir di setiap kabupaten/kota di Bali memiliki kantung kemacetan. Karena itu, pihaknya selaku pengurus MTI Bali, sudah bersurat ke KPU, agar memasukan isu transportasi publik saat debat Pilkada.
“Kami sudah bersurat, dan KPU telah menyetujui. Hal ini penting, agar setiap calon pemimpin memiliki solusi untuk mengatasi kemacetan,” tandasnya. (jay)
