BULELENG – Penjabat (Pj) Bupati Buleleng Ketut Lihadnyana bersama Kalapas Kelas IIB Singaraja Wayan Putu Sutresna serahkan SK Menkumham Republik Indonesia tentang pemberian remisi umum tahun 2023 kepada 210 warga binaan pemasyarakatan (WBP) Lapas Kelas IIB Singaraja.
Selain mengapresiasi pemberian remisi sebagai penghargaan negara atas perubahan perilaku selama menjalani hukuman, pengurangan hukuman juga diharapkan dapat memotivasi narapidana untuk taat aturan, disiplin dan proaktif mengikuti program Lapas sehingga bisa kembali ke masyarakat.
“Saya harap kepada narapidana yang mendapat remisi dan sudah bebas dapat bergaul dengan masyarakat secara normal dan tidak lagi melakukan perbuatan pidana,” tandas Penjabat (Pj) Bupati Buleleng Ketut Lihadnyana usai penyerahan SK Remisi Kemerdekaan kepada 210 WBP di Aula Nusantara Lapas Kelas IIB Singaraja, Kamis (17/8/2023).
Didampingi Kalapas Kelas IIB Singaraja, I Wayan Sutresna, Kepala BKPSDM Bali ini juga mensuport upaya relokasi lembaga pemasyarakatan peninggalan masa penjajahan Belanda ke lokasi yang lebih representatif.
“Kapasitas lembaga pemasyarakatan ini sudah overload, 1 berbanding 29 sehingga sudah harus dicarikan lahan yang baru agar bisa berfungsi maksimal dalam memberikan pembinaan kepada narapidana. Kemarin sudah dicek yang di Patas, ternyata kurang representatif, sudah dilaporkan dan sekarang Pemkab Buleleng bersama Lapas Kelas IIB Singaraja sedang mencari lahan yang lain,” ungkapnya.
Lihadnyana menegaskan, dengan mengesampingkan dikotomi instansi vertikal dan daerah, pihaknya berharap serta mensuport program relokasi dilakukan sebagai upaya peningkatan layanan, pembinaan bagi warga masyarakat Buleleng yang tersangkut hukum. “Nanti kita fasilitasi untuk mendapatkan lahan yang representatif, apakah itu aset pemkab Buleleng atau aset pemprov Bali, karena itu juga untuk warga masyarakat Buleleng,” tegasnya.
Senada dengan Pj. Bupati Buleleng, Wayan Sutresna selaku Kalapas Kelas IIB Singaraja mengapresiasi support yang diberikan sebagai motivasi untuk melanjutkan perjuangan rencana relokasi yang telah diupayakan 10 tahun terakhir, sebagai solusi persoalan over kapasitas yang terjadi di Lapas Kelas IIB Singaraja.
“Saat ini, isi Lapas Kelas IIB per tanggal 17 Agustus 2023 sebanyak 279 orang dari kapasitas 100 orang. Selain narapidana sebanyak 246 orang, juga ada tahanan titipan jaksa, polisi dan hakim sebanyak 51 orang. Over kapasitasnya sebanyak 197 orang,” jelasnya.
Saat pandemi Covid-19, over kapasitas bisa diatasi dengan kebijakan asimilasi hukuman, namun setelah endemi solusinya tentu hanya relokasi. “Dan kami berharap pemerintah daerah bisa membantu penyiapan lahan,” tandasnya.
Terkait remisi, Sutresna memaparkan dari 210 orang narapidana yang diusulkan, seluruhnya disetujui dan 2 orang diantaranya langsung bebas. “Dua napi yang mendapat remisi dan langsung bebas itu dalam perkara pembunuhan dan pencurian. Dua napi WNA dalam kasus perlindungan anak dan narkotika juga mendapat remisi masing-masing 5 bulan dan 1 bulan,” pungkasnya. (kar,dha)
