BULELENG – Upaya akselerasi capaian Universal Health Coverage (UHC) terus dilakukan oleh Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan. Selain pemenuhan sarana prasarana pelayanan, BPJS Kesehatan juga meluncurkan program Petakan, Sisir, Advokasi dan Registrasi (PESIAR) untuk proses rekrutmen dan meningkatkan keterlibatan aktif warga masyarakat dalam program Jaminan Kesehatan Nasional (JKN).
“Program PESIAR ini dilakukan dengan melibatkan perangkat daerah setempat, guna mencapai target minimal 98% penduduk sebagai peserta JKN sesuai dengan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2024,” ungkap Direktur Utama (Dirut) BPJS Kesehatan, Ghufron Mukti usai launching secara virtual Program Pesiar di Jombang – Jatim, Rabu (30/8).
GHufron menegaskan capaian UHC melalui program JKN selaras dengan tujuan pembangunan desa secara berkelanjutan atau Sustainable Development Goals (SDGs), dimana satu SDGs Desa yaitu Desa Peduli Kesehatan yang memiliki 15 program prioritas, salah satunya yaitu BPJS Kesehatan mencapai 100 % cakupan penduduk desa sebagai peserta JKN.
“Program Pesiar juga dilakukan sebagai bentuk tindak lanjut dari Instruksi Presiden No 1 Tahun 2022 tentang Optimalisasi Pelaksanaan Program JKN yang menginstruksikan kepada 30 kementerian/lembaga termasuk bupati/walikota untuk mengambil langkah strategis yang diperlukan sesuai tugas, fungsi dan kewenangan masing-masing,” tandas GHufron yang mengapresiasi sinergitas lintas kementerian dalam mewujudkan UHC.
Untuk memperluas dan meningkatkan partisipasi peserta JKN hingga tingkat desa dan kelurahan melalui program Pesiar, kata Gufron, BPJS Kesehatan telah bersinergi dengan Kemenko PMK, Kementerian Desa dan Pembangunan Daerah Tertinggal dan Transmigrasi (PDTT) serta Kementerian Dalam Negeri.
“Kementerian Desa dan PDTT bahkan telah menerbitkan Peraturan Menteri Desa, Pembangunan Daerah Tertinggal dan Transmigrasi No 8 Tahun 2022 yang menginstruksikan penggunaan Dana Desa untuk kegiatan advokasi, sosialisasi dan edukasi terkait Program JKN untuk masyarakat desa,” jelasnya. Hasil pemetaan, advokasi dan sosialisasi oleh Agen Pesiar yang ditunjuk pemerintahan desa selanjutnya akan dijadikan dasar untuk pendaftaran peserta JKN.
Menyikapi program Pesiar yang dilaunching BPJS Kesehatan, Abdul Halim Iskandar selaku Menteri Desa, Pembangunan Daerah Tertinggal dan Transmigrasi Republik Indonesia menyatakan bangga dan mengapresiasi Pesiar sebagai implementasi program kesehatan nasional yang anggarannya mengalami peningkatan 20 persen.
“Selain untuk menyelesaikan masalah kesehatan, hal ini juga akan memberikan dampak positif kepada penyediaan jaminan sosial di bidang kesehatan melalui Program JKN. Karena, tujuan keikutsertaan masyarakat dalam BPJS Kesehatan muncul pada SDGs Desa. Artinya, program BPJS Kesehatan harus dapat dimiliki oleh seluruh masyarakat, khususnya bagi warga desa yang masih miskin sehingga kesehatannya terjamin,” pungkasnya. (kar,dha)
