BULELENG – Sistem pengelolaan sampah berbasis pemberdayaan masyarakat bertajuk ‘Bulan Melah’, Buleleng Kelola Sampah Anorganik Melalui Bank Sampah’ masuk nominator dan mendapat kesempatan menuju Top Kompetisi Inovasi Pelayanan Publik (KIPP) yang dilaksanakan Kementerian Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia.
Selain komitmen Pemkab Buleleng, pada presentasi sistem pengelolaan sampah yang diinisiasi Dinas Lingkungan Hidup Buleleng bersama Bank Sampah Induk e-Darling ini juga ditegaskan langkah pemerintah daerah dalam mendorong pengelolaan sampah anorganik dengan pemberdayaan sumber daya manusia.
“Bukan penggunaan mesin pengolah sampah, kita mendorong pengelolaan sampah anorganik dengan memberdayakan sumber daya manusia yang ada. Itulah satu lompatan inovasi, bahwa kita tidak hanya memikirkan sampah organik namun juga sampah anorganik,” tandas Pj. Bupati Buleleng Ketut Lihadnyana saat mempresentasikan secara virtual inovasi ‘Bulan Melah’ di Kantor Bank Sampah Induk (BSI) Buleleng, Kamis (13/7/2023).
Didampingi Sekda Buleleng Gede Suyasa dan Kepala DLH Buleleng Gede Melandrat, Kepala BKPSDM Provinsi Bali ini menegaskan inovasi strategis yang melibatkan masyarakat terjamin keberlangsungannya.
“Pengelolaan sampah organik menjadi pupuk dan sampah anorganik dijual atau dijadikan kerajinan itu sudah lumrah dilakukan,sehingga inovasi dilakukan berupa Bank Sampah Induk (BSI) e-Darling. Sampah anorganik yang dipilih dan dipilih masyarakat, dikumpulkan ke BSI untuk dicatat sebagai tabungan,” jelasnya.
Melalui kerjasama dengan Perum Pegadaian, sampah anorganik yang dikumpulkan masyarakat di BSI menjadi tabungan ‘emas’ di Perum Pegadaian.
“Bentuk lainnya, dengan mengumpulkan sampah anorganik anak-anak bisa mengikuti pendidikan, private/les mata pelajaran tertentu yang difasilitasi BSI. Ini best practice yang direplikasi oleh daerah lain. Berarti, ini menjadi percontohan dan ini upaya untuk menyadarkan masyarakat untuk mulai dari diri sendiri dulu melakukan pemilahan dan pemilihan sampah pada lingkungan rumah tangga,” terangnya.
Senada dengan Pj. Bupati Buleleng, Gede Melandrat selaku Kepala DLH Buleleng didampingi Kepala Perum Pegadaian Buleleng dan Direktur Bank Sampah Kalibukbuk Bersih (Kaliber) menegaskan inovasi dilakukan dengan hati dan pemberdayaan masyarakat.
“Dengan hati, kami bergerak mengurangi timbulan sampah, mengedukasi dan memberdayakan masyarakat, anak-anak dan orang tua untuk mengumpulkan kemudian memilih dan memilah sampah dari rumah, khususnya sampah anorganik berupa plastik karena bisa dijual,” jelasnya.
Bekerjasama dengan Perum Pegadaian, sampah anorganik yang dikumpulkan warga masyarakat ke BSI dicatat dan ditabungkan menjadi tabungan ‘emas’ di Pegadaian.
“Kemudian anak-anak bisa mengumpulkan sampah anorganik untuk biaya pendidikan, mengikuti les pelajaran yang difasilitasi BSI. Hal ini juga sebagai upaya menggugah kesadaran masyarakat dengan melibatkan anak-anak untuk menggerakkan orang tua dalam penanganan sampah mulai dari rumah,”terangnya. Berkat dukungan semua pihak, inovasi ‘Bulan Melah’ masuk tahap presentasi dan wawancara Top KIPP tahun 2023. (kar,dha)
